The Ministry of Interior has recently made a significant decision regarding the transfer of Article 17 residency permits for expatriates employed in the government sector to the private sector as Article 18 residency permits.

Restriction on Transfer for Certain Individuals

As per the latest directive, the transfer of residency permits will no longer be permitted for individuals whose services concluded upon reaching the legal age or for those who voluntarily resigned from their positions.

Shifting Workforce Dynamics in State Ministries

Security sources have indicated that this decision aligns with a growing trend in state ministries. Expatriates are being gradually replaced by citizens, resulting in non-renewal of employment contracts for those reaching the legal working age or attaining the age of 60. The objective is to diminish the number of expatriates within these ministries and foster increased employment opportunities for citizens.

Deportation Statistics for the Current Year

In a related context, the Ministry reported that the number of expatriates deported in the current year has exceeded 40,000. This includes individuals who violated residency laws, marginal workers, those breaching public morals, and individuals subject to judicial rulings. The enforcement of such measures contributes to maintaining legal and societal order within the country.
